Tammy’s Letter To The District Attorney

Dear Joshua Pond, I am writing to respectfully request your attention to a matter that has come to my attention. As a concerned citizen, I believe that this matter requires the attention of your office. The Chief Greenway Investigation has been released by the City of St. Helens, but the city has redacted, certain names in the report. Including paragraph passages they claim are privacy issues with non-department people not employed by the city. The city claims, there is no public interest in the redacted information. I fully disagree, in the report it mentions numerous times of a police officer’s wife potentially writing a letter to the city council regarding 24/7 police coverage. In the end there was a letter written by a police officer’s wife anonymously. Also it mentions that a police officer’s wife was running for mayor. Why did her name need to be redacted? it was already public knowledge. When she knowingly inserted herself into the St. Helens Police Department business employed or not, she became part of the entire scheme against the taxpayers. Mrs. Massey was using the stoppage of 24/7 police coverage as a campaign message, a ruse, unless you vote for the police levy you will lose coverage. All unscrupulous and dishonest to the public. Using scare tactics and trying to procure taxpayer dollars under false pretenses and to obtain the seat of mayor. After Chief Greenway abruptly retired from his position in order to avoid answering questions from the independent investigator, Officer Houge took over as acting chief, the 24/7 coverage was reinstated immediately, Officer Houge citied it was a matter of scheduling. It appears there was a collaboration between Chief Greenway and then mayoral candidate Jennifer Massey and wife to SHPD officer Terry Massey to try and manipulate the voters and ensure the outcome of her mayoral race and win the election, by using false and deceitful schemes. Even an SHPD officer called her “disgusting unethical.” SHPD Officer Terry Massey’s wife Jennifer Massey openly spoke to the public about 24/7 police coverage. When she inserted herself into the SHPD in house workings and spoke with and on the behalf of the SHPD, she became a representative of the SHPD, by her own accord, and should also be named, not redacted in the investigation as she was part of Chief Greenway’s actions. Let me add, this officer’s wife knew that 24/7 police coverage was going to be stopped before the Mayor of St Helens, Rick Scholl or Police Commissioner Brandon Sundeen knew. How could that be? Unless she was directly involved in the scheme. Jennifer Massey wife of SHPD police officer Terry Massey made comments in public at a city council meeting to this effect. When she became actively involved in these schemes she made herself open to public disclosure. I also believe that the Chief Greenway investigation did not go deep enough or expansive enough to uncover many illegal actions, for example erased body cam footage, and encouraging officers to perform duties that they did not do- but got paid for. That is absolutely felony theft against the taxpayers of the city. The apparent animosity and bitterness by Chief Greenway and some in the SHPD against Sheriff Pixley and the CCSO resulted in unprofessional shamming with name calling, after the agreement between the two agencies to help each other when calls came in. CCSO would respond in time of need to SHPD, but the deliberate refusal by SHPD to help CCSO in time of need put the lives of the public and officers at risk, SHPD lacked accountability. Officers that responded were threatened by the Chief. After a multitude of questionable and unsavory actions in the SHPD, one officer quit policing all together and went to Columbia River Fire and Rescue, and one moved on to the CCSO. I am confident once you start investigating the SHPD you will uncover much more questionable information founded from under the former Chief Greenway where possible legal action should be taken against him and those who willingly conspired to fraud the taxpayers. I understand that your office is responsible for upholding the law and protecting the safety of our community. I would like to bring this matter to your attention in the hope that you can take appropriate action. Should this matter go without further investigation. It will most likely decay public trust in all levels of local law enforcement. The public deserves a clear and official explanation. I am available to provide any additional information or assistance that may be helpful in this matter. Please let me know if there is any further action I can take to support your efforts. In summary, Please order the release of the un-redacted report including missing paragraph sections and names. Please start an independent investigation into Jennifer Massey and her collaboration with Chief Greenway to fraud the voters and the taxpayers. Your office is the only presiding agency that can independently investigate these issues as Jennifer Massey is now Mayor Massey and controls all city departments.
