It was a calm evening in our fair city of St. Helens Oregon. It was the night of a very important meeting with St. Helens City Planning Commission. The meeting was to allow the public and Victory Outreach the opportunity to persuade the City Planning Commission either to allow or refuse Victory Outreach their land use application. Victory Outreach wants to use the old assembly of God Church as a rehab center. I might add that the State of Oregon does not recognize Victory Outreach as a certified rehab facility.

Victory Outreach representatives openly admit that their members are recovering from Meth, and other serious addictions. They also admit that they will have a revolving door for their clients. These people need to earn money, which every penny goes to the Victory Outreach Organization. (Which is World Wide) The monies come from pan handling, odd jobs, and fundraisers. All the while they are using every free organization available in the community to help feed, clothe, and medically maintain the members. 
The members stay in the facility from 2 days to a year. With a success rate of 25%, the failures often stay in the community.

Several dozen citizens of our community expressed concerns regarding land use criteria, location, and the safety of our children. All-important issues that is imperative to the livability of our community.

As most people know in a democracy meetings are run by rules that govern how business will be conducted for such meetings. The standards that are used in America are governed by what are called Roberts Rules of Order. These rules apply at most public meetings, governing boards, committees, commissions and legislatures. In fact the United States Government uses Roberts Rules of Order!

As the meeting progressed with the Planning commission, City Planner (Skip Baker) acted as the chairman, a gentleman asked a couple of questions regarding a private meeting with the city concerning this matter. I believe everyone was confused at this point. The gentleman returned to the back of the room and thought about the answers he had received. Then Mr. Baker asked if there were any more questions regarding the alleged meetings with the ministers from the St Helens area. The gentleman tried to clarify his question and the chairman just ignored him and tried to move on.

Unable to ask a follow-up question the gentleman looked bewildered, I suggested to him a point of order, as per Roberts Rules of Order allows. (Point of Order is the procedure used to maintain order in any meeting). The reason I suggested a Point of Order, was so the meeting would not degrade into a shouting match.  Mr. Skip Baker said there would be NO POINTS OF ORDER!
