Rainier City Council, Port of St. Helens, REDCO

I discovered this past week, that the REDCO dilemma continues. The previous founders/ board members OF REDCO and the City of Rainier deliberately capped the amount of tax revenue that they would receive from USG property taxes, the remainder would be given away to other taxing districts. They did this knowing full well that they would not have the means to make their own debt payment.
Now these monkeys need another $300,000.00 to make the payment of $600,000.00, they really don't know what to do, they admit that they are in deep trouble and like usual they are trying to save whatever dignity they have left. They do not want to go to
the taxpayer's of the city of Rainier.   Rainier, however, bears much of the responsible for the REDCO boondoggle as a result of their City Councils actions. The cost to the taxpayers of the City of Rainier would be close to $3.00 per thou sand!     Why would any one in their right mind make such a decision as capping revenue and giving the rest away (Particularly when they will need money  to make  loan payments)?  The answer that I was given is that they wanted to help out the other districts in the county, because some of the districts had levy's that failed. I believe that the will of the taxpayer's was shown when they voted against levy increases. The special districts affected needed to reorganize and rethink their budgets, just like any reasonable person would do when money is short.
REDCO and the City of Rainier now must try and figure out how they will make their scheduled payment.  They think that they will be able to get money from these other districts, money that they may not be entitled to under Oregon Revised Statutes. These groups must now meet with the "special districts" in open public meeting forum where citizen input is allowed. And make motions to give up their share of the tax revenues.  They then will have to go to court and see if their actions are legal, all the while spending more of the taxpayers' money.
I believe that the special districts will have a hard time justifying the "give back" as an expenditure of their district operations. Special districts were formed for a sole purpose, for example, Vector Control (spraying mosquitoes.) I would like to see where it is listed in these special districts descriptions, purpose, where giving money to another district falls under their created purpose.
Another point to consider is, if REDCO and the City of Rainier fail in their quest to get money, than the taxpayers of the City of Rainier will end up paying close to $3.00 per thousand.  It is obvious that they don't want to do this and would like to  spread their costs through out the county to all taxpayers.
I do not believe that we all should pay for REDCO and the City of Rainier's screw-ups. The rest of us should not be held monetarily accountable. On the other hand, I hate to see all the taxpayers in the City of Rainier hit with such a sizeable tax increase. The citizens of Rainier should have taken an interest in what their City Council was supporting. Voicing their concerns at city meetings, and perhaps this problem could have been diverted in the very beginning.

There is a lesson to be learned here!

People need to start attending county, city, special district meetings, etc. People need to form small active groups, take turns attending meetings, get involved, and  educate themselves on what is happening through out the county.  We all need to do this because these government decisions can and will  effect everyone of us.
